That’s because, at best, Kansas is exploiting a loophole in federal regulations to hide huge numbers of removals. At worst Kansas is simply violating those regulations. I know of no other state that behaves this way. It's past time to stop the illegal seizure of children from families and hold individuals accountable for violating Federal & State laws.
